I don't have a picture of this, but I saw a girl put on liquid eyeliner in a dot pattern instead of a line. it really pops and stands out. I wouldn't go for black though, use a funky color like blue or purple and it will make your eyes stand out.
Youtube has tons. i spend lots of time just looking at pictures. They show you how to apply it as well.
